What is LIFT?
NHS LIFT (Local Improvement Finance Trust) is a Central Government initiative to develop a new generation of community based primary health and social care premises.
As a Public Private Partnership (PPP), the NHS LIFT initiative successfully brings together the Department of Health, local NHS and a private sector body to incorporate a limited company (LIFTCo) to carry out its aims.
Primarily the initiative focuses on 48 geographic (LIFT) areas where traditional mechanisms for funding GP premises have proved unsuccessful.
The aim of LIFT is to improve the condition and function of the LIFT areas’ existing primary care and community estates, to bring a more coherent and strategic approach to the development of service delivery and facilities, and to address the issues Primary Care Trusts and Local Authorities face in raising capital to carry out re-developments. This can be done either via new buildings or refurbishing predominantly primary care premises.
LIFT offers the opportunity to create modern, high quality, sustainable and flexible buildings, specifically designed to meet the changing service needs of the NHS and social care agenda and to ensure these buildings are properly maintained and serviced.
Community 1st Oldham Limited (C1OL) [the "LIFTCo"] is the public private partnership set up specifically to develop and maintain community based primary health and social care premises in the Oldham area. C1OL is a private company limited by shares, the majority of which (60%) are owned by the private sector. The local health and social care bodies also invest in the company, along with investment from Community Health Partnerships (CHP) (formerly know as Partnerships for Health)
