For the last 16 years Tony worked for Kirklees Council, initially as Director of Social Services, and then in an Executive Director role which at different times gave him responsibility for Education, Housing and Benefits services as well as a number of cross cutting policy development areas. In 1998 he was appointed Chief Executive of the Council.
In 2002 he represented the Local Government Association on the government’s Cross Cutting Spending Review on Health Inequalities and was seconded by his Council for one day a week to the Department of Health to support the implementation of the Programme for Action and the Choosing Health consultation.
He left Kirklees in October 2004 to spend more time supporting national and local government with this development agenda. To that end he now works part-time for both IDeA and the Department of Health as a local government adviser with a specific focus on public health. In addition to Community 1st Oldham he also chairs two other NHS LIFT joint venture companies investing in the renewal of health and local government estate and services in different areas in the country.

Over the last twenty -five years, Michael has managed and owned a number of businesses in a broad range of market sectors and specialises in the structuring and procurement of highly-leveraged project finance transactions. He is regarded as one of the UK’s leading innovators in the LIFT, PFI/PPP marketplace.
Michael has also provided strategic input to a number of Government departments and most recently sat on the North West Strategic Health Authority’s Futures Advisory Board, providing his views on the potential future scenarios the NHS is likely to face over the next ten years.

Neil Charlesworth, General Manager and Director of Community 1st Oldham, also represents the private sector partner Equity Solutions & Partners. Neil is responsible for the overall development of Community 1st Oldham and the delivery of its business plan.
Neil joined the Equity Solutions Group in 2007 as Senior Project Director - Health, and has previously been involved in the establishment of the LIFT company in Sheffield and subsequently the public sector director on its board.
He has extensive experience of the public sector having worked for a number of years as a Director in the NHS and prior to this in senior finance roles in the higher education and commercial sectors.

David Johnson is a Director of Community 1st Oldham, representing the private sector partner, Equity Solutions & Partners.
David is the Director of Operations for the Equity Solutions Group, responsible for the Group's day-to-day management and operations with particular focus on the LIFT activities and is responsible for delivering the commercial and financial closure of all C1OL projects.
David joined the Equity Solutions Group in 1999 and has worked on numerous LIFT transactions and PFI/PPP projects in a variety of sectors, advising both local authorities and bidding consortia and negotiating contractual closes.

Eric Hemming is a consultant specialising in healthcare management and development. After graduating from Jesus College, Cambridge, Eric’s career moved through Medical and Dental School administration and development at Guy’s Hospital, and the University of Newcastle-upon-Tyne; to middle and senior management posts in the NHS in Yorkshire and Brent in the 1970s. Subsequently in the independent sector, he was Development Director of BUPA Hospitals, Executive Director of BUPA Medical Centres and a BUPA Governor in the 1980s; Operations Director of Independent British Healthcare PLC, and more recently Managing Director and shareholder of Abbey Hospitals, a venture capital backed MBI, until its sale to Covenant Healthcare in 2002. His involvement in co-operative ventures with the NHS began well before the formal introduction of PFI.
He is a past director of JS Pathology PLC and the Independent Healthcare Association, and Chairman of Medical Physics International. He is a Fellow of the Royal Society of Medicine.

Tony Kane is a Director of Community 1st Oldham representing the Primary Care Trust.
Tony is also a non-executive director of Oldham Primary Care Trust. He is a former chief superintendent with Greater Manchester Police, and served in a range of roles, including divisional commander of both Rochdale and North Manchester.
Tony is active within the Oldham community, serving as secretary of a community based trust providing facilities for a sports pitch in Coppice.
He has previously served as an advisor on community sensitivities, and fairness and equality issues to national bodies.

David Gratrix is the Project Director for Community 1st Oldham providing comprehensive project management delivery services in the development of LIFT schemes across Oldham and an interface link with public sector partners to ensure the schemes achieve their agreed outcomes within agreed project plan timescales.
