Community 1st Oldham (C1OL)

Local labour agenda

C1OL aims to maximise regeneration and community involvement around various LIFT developments.

To deliver this agenda, C1OL have established a local employment charter (facilitated by J21 – Oldham and Rochdale Local Labour in Construction Initiative) with our supply chain partners, which aims to maximise employment and supply chain opportunities for Oldham residents and contractors.

The partnership between J21 – Oldham & Rochdale Local Labour in Construction Initiative, C1OL and our construction partners has already started to deliver results for local people.

The partnership aims to create local employment and businesses opportunities on all the upcoming LIFT health and community facility developments due to be built across Oldham over the next 25 years; commencing with the flagship Oldham town centre Integrated Care Centre.

About J21

J21 Logo
J21 is a partnership project between The Oldham College, Hopwood Hall College and Oldham and Rochdale Councils, which is partially financed by the European Regional Development Fund.

It aims to maximise employment and supply chain opportunities for Oldham and Rochdale residents and contractors across a number of major capital projects such as, Housing Market Renewal, Kings Way Business Park, Private Finance Initiative – Building Schools for the Future and Housing, and LIFT (Local Improvement Finance Trust).

Over the next ten years, over £2billion will be invested in construction activity throughout the boroughs, which will transform the built environment and stimulate the local economy. The partnership that formed J21 aims to capitalise on this, generating social and economic outcomes in addition to the physical legacy.

This had led to C1OL working with J21 on the flagship £20m town centre Integrated Care Centre as the first LIFT development to apply the principles laid down in the J21 construction charter and Local Labour Agreements.
